The Maritime and Coast Guard Agency (MCA) is the authority responsible for carrying out testing and certification on behalf of the administration. It is under the authority of the Ministry of Transport. Eligibility for the exam is based on the sea time requirements in the various grades on board in relation to the certificate of competency requested. The Scottish Qualification Authority (SQA) examination for the second and master is recognised as a higher national diploma. After obtaining a second lieutenant certificate, followed by other marine service requirements, a candidate may sit for the oral master`s examination conducted by MCA. For modular STCW courses, certificates and visas issued by an IMO “white list”* country or an EU Member State, Canada, New Zealand and South Africa are acceptable. For more information, please contact Seafarer Training and Certification (MCA). Indian seafarers who have a British COC must obtain an equivalent certificate or COE in order to work on ships registered in India. Students who have a 4-year degree (not a 3-year degree or ATS) in Mechanical Engineering or Marine Engineering from India are likely to be eligible for exemptions from certain academic subjects, as reportedly decided by the Maritime and Coast Guard Agency (MCA), UK. The exceptions apply only to “course participation” and not to the “exam”, i.e. each student must take the written exam of the 8 subjects (2 subjects and 6 academic subjects).
The advantage of the exemption is that you do NOT have to pay tuition or take courses for academic subjects, resulting in significant time and cost savings. From previous experience, we have seen that students with BE Marine Engineering qualifications are exempt from the 6 academic subjects of MCA, UK, while students with a BE mechanical engineering qualification are exempt from 4 academic subjects (i.e. exemptions not granted for shipbuilding and electrical technology) of MCA, United Kingdom. If you have not been granted an exemption for a subject, this means that you must complete the course for that subject before you are allowed to take the written examination for that subject. The course will take place mainly in the classroom, with elements in the engine room simulator. Each week consists of a combination of tutor-led delivery, self-study and mock assessments. I was looking for the cheapest university in the UK to appear for the class 2 coc as I currently hold the New Zealand mec3 coc and work as a third engineer. *A country on the IMO whitelist refers to a list of States Parties that have successfully implemented and comply with the STCW Code and its requirements. The assessment for the same is carried out by the IMO. When a seafarer successfully completes the undergraduate degree from one of the MNTB/MCA accredited institutions, they may benefit from various exemptions from the written examinations administered by the Scottish Qualification Authority (SQA). In some cases, the Certificate of Participation in Undergraduate Studies also reduces the requirements for sea time.

The following article was written with Indian sailors in mind. Although the information contained in this article may not be relevant or accurate for seafarers from all countries or states, the application and appearance procedure for merchant shipping proficiency tests in these countries remains the same with few changes. However, many seafarers of Indian or Indian origin have chosen in the past and still today to take their preparatory courses and subsequent skills tests in countries other than India, such as the United Kingdom, Singapore, Australia and New Zealand. Often, the reasons given by Indian seafarers are mainly the following: * If this is your first UK CoC, these certificates must be issued under the supervision of the MCA, an EU Member State, New Zealand, Canada or South Africa.
