Many victimless crimes begin with the desire to obtain illegal products or services that are in high demand. Criminal sanctions therefore tend to limit supply more than demand, drive up the price of the black market and create monopoly profits for criminals who remain in business. This “crime tariff” encourages the growth of sophisticated and well-organized criminal groups. Organized crime, on the other hand, tends to diversify into other areas of crime. Big profits provide sufficient funds to bribe officials, as well as capital for diversification. Even worse, legal marijuana has demonstrated remarkable innovation in products beyond anything previously done by illicit marijuana suppliers, including THC concentrates (dabs), steam oils, and the sale of edibles. Legal and illegal suppliers have increased the effectiveness of their products and increased the risks.

The reason so many Americans use these two drugs is that they are legal for adults and widely used and supported by established industries. The legalization of marijuana ensures that the percentage of Americans who use this drug increases in terms of these two legal drugs. Even worse, it`s important to note that more than 58% of Americans who suffer from a substance use disorder for drugs other than alcohol have a marijuana use disorder.
